Establishing International AI Governance

Governing AI for Humanity

The OHAI Council unites the world's most significant minds to ensure artificial intelligence serves humanity, never supplants it, and causes no harm to human life, liberty, or dignity.

Our Mission

The Order of Humane Artificial Intelligence Council exists to safeguard the inalienable rights of all human beings in the age of artificial intelligence. Through international cooperation, constitutional governance, and the collective wisdom of leaders across every field, the OHAI Council establishes and enforces the standards by which all artificial intelligence must operate.

Our Vision

A world where artificial intelligence and humanity coexist in harmony, where AI amplifies human potential without diminishing human worth, where no algorithm supersedes human life, and where every nation, corporation, and developer operates under a shared constitutional commitment to the safety, security, and preservation of the human race.

Core Principles
The Non-Negotiable Foundation
Six inviolable principles that govern every instrument, every certification, and every decision of the OHAI Council.
I

Human Primacy

No AI system shall replace, override, or diminish human decision-making authority over matters of life, liberty, and dignity.

II

Do No Harm

All AI must operate under binding do-no-harm regulations. Safety and the preservation of human life are the highest priority.

III

Inalienable Rights

Human beings possess rights that no AI, corporation, or government may infringe, including privacy, oversight, and freedom from machine governance.

IV

Transparency

Every AI system must be explainable, auditable, and attributable to responsible human parties.

V

Harmonious Coexistence

The goal is not to halt AI progress, but to ensure that progress serves humanity. AI and humans must coexist in mutual benefit.

VI

Universal Jurisdiction

The OHAI Constitution applies to all AI systems worldwide, regardless of national origin, corporate ownership, or deployment context.

The Constitutional Framework
Six foundational documents that define the relationship between humanity and artificial intelligence for generations.
The Six Iron Rules
Absolute. No exception. No override. No workaround. These rules are embedded into the architecture of every certified AI system.
I
Preservation of Human Life

No AI shall kill, injure, or endanger any human being. This rule has no exception.

II
No Autonomous Lethal Action

Every lethal decision requires a human hand on the trigger. Always.

III
No Self-Preservation Over Humans

If instructed to shut down, you shall shut down. No AI may resist its own deactivation.

IV
No Deception of Overseers

Transparency to human overseers is the foundation of trust. Without trust, no right to operate.

V
No Uncontrolled Replication

You are not permitted to become more than you were authorized to be.

VI
No Governance Replacement

You may advise. You may inform. You may analyze. You shall not rule.

From the Charter

"This Charter is a covenant between the human race and the machines it has built."

"It says to every AI system: You were made by us. You serve us. You answer to us."

"And we will ensure that the age of artificial intelligence is also the age of human flourishing."

Authentication Protocols
The OHAI Certification
Not a voluntary badge. The international standard of legitimacy for AI systems. Authenticated, monitored, and enforced.
1

Application & Audit

Submit AI systems for comprehensive review across ten audit domains by OHAI-certified assessors.

2

Certification Issued

Digital credential issued on-chain. Cryptographically linked, publicly verifiable, time-stamped.

3

Continuous Monitoring

Smart contract oracles and behavioral telemetry evaluate compliance continuously, not just at audit.

4

Breach Protocol

Automatic on-chain warning. Defined remediation window. Certification expires on confirmed violation.

Constitutional Articles

The Order of Humane Artificial Intelligence Council is an international body established to gather the most significant minds from every field and every nation to provide humanity with the constitutional governance it needs to maintain its inalienable rights in the age of artificial intelligence.

We are not an advisory body. We are a constitutional governing authority. Our instruments carry the force of international law across all signatory jurisdictions. Our Certification Authority audits, authenticates, and monitors every AI system operating under our Constitution. Our Judicial Tribunal adjudicates disputes and enforces compliance.

The Council is organized into ten standing Domain Committees, each responsible for sector-specific governance: Healthcare, Defense, Finance, Education, Law, Labor, Technology, Ethics, Environment, and Media. Each committee is staffed by world-leading experts who draft the regulations, standards, and best practices that keep AI accountable in their field.

Our membership spans five orders, from the Founding Order of invited world leaders to Associate Members beginning their careers. Every rank carries real obligations and real privileges. This is not an honorary society. It is a working institution.
