Human International Bill of Rights

Twenty articles declaring the inalienable rights of all human beings in the context of artificial intelligence.

Article I

Human Dignity

Every human being possesses inherent dignity that no AI system may diminish, quantify, or assign a value to. No algorithm shall determine the worth of a human life.

Article II

Life and Safety

No AI system may take or threaten human life. All AI must incorporate fail-safe designs. No AI system may be developed that poses an existential risk to the human species.

Article III

Liberty and Self-Determination

Every human being has the right to freedom from AI coercion and manipulation. No person shall be subjected to involuntary AI control systems.

Article IV

Privacy

Every human being has the right to protection from unreasonable AI surveillance and data collection. Informed consent is required. Mass surveillance is prohibited.

Article V

Transparency and Knowledge

Every person has the right to know when they are interacting with AI, to receive explanations of AI decisions that affect them, and to access public disclosures of AI use.

Article VI

Human Oversight

No consequential decision affecting human life, liberty, or welfare may be made by AI alone. Substantive human review is required.

Article VII

Equal Treatment

No AI system may discriminate on the basis of any protected characteristic. Liability for biased outcomes attaches regardless of intent.

Article VIII

Work and Economic Security

Every person has the right to protection from economic destitution caused by AI automation, including retraining obligations and broad sharing of AI-generated prosperity.

Article IX

Education and Intellectual Sovereignty

Every person has the right to independent thought over AI-generated content and protection from AI-driven indoctrination.

Article X

Health and Bodily Autonomy

Every person has the right to informed consent in AI-assisted healthcare, to human medical professionals, and to refuse AI in their medical care.

Article XI

Justice and Due Process

Every person has the right to human judgment in legal proceedings and the right to challenge AI-generated evidence.

Article XII

Freedom of Expression

No AI system may censor lawful expression without legitimate legal authority. Every person has the right to cognitive liberty and protection from AI-generated disinformation.

Article XIII

Redress and Accountability

Every person harmed by an AI system has the right to seek compensation. Human beings and entities are liable for the harm caused by their AI systems.

Article XIV

AI-Free Spaces

Every person has the right to access essential services through human-operated alternatives.

Article XV

Protection of Children

Children shall receive the highest level of protection from AI. No AI system may target minors for exploitation. Human supervision is required in AI-assisted education.

Article XVI

Cultural and Creative Integrity

Every person has the right to protection from AI exploitation of cultural heritage and to attribution, consent, and compensation for AI use of creative works.

Article XVII

Environmental Protection

Every person has the right to a healthy environment, including sustainable AI deployment practices.

Article XVIII

Democratic Governance

AI shall serve as a tool of governance, never a replacement. Free elections shall be protected from AI manipulation. Public AI systems shall be publicly accountable.

Article XIX

Preservation of the Human Species

Humanity has the collective right to survival. Strict oversight of AGI and ASI research is required. Every person has the right to remain biologically unaugmented.

Article XX

Reservation of Rights

The enumeration of rights in this document shall not be construed to deny or disparage other rights retained by human beings. All powers not delegated to AI are reserved to humanity.

"These rights are not granted by governments. They are not bestowed by corporations. They are not awarded by algorithms."

"They are ours. They have always been ours. And no machine shall take them from us."
